In 1983, the first Disadvantaged Business Enterprise (DBE) provision was enacted by Congress, requiring the U.S. Department of Transportation to ensure that small disadvantaged businesses must be included as suppliers on federal, state, and local infrastructure contracts. Since then, the policy of helping socially and economically disadvantaged minority, woman, veteran, and disabled owned businesses has expanded.

A 2017 Transportation Act made it a requirement for any government contractor to spend a certain percentage of dollars on diverse suppliers for road, railroad, and other infrastructure projects.

It was this requirement that essentially sent Matthew Reed, President of JCR Construction on the path to create DBEsearch.com. JCR Construction is a utility contractor who builds power lines for various utility companies in the Northeast.

DBESearch.com began as a side project for Matt during COVID lockdown. During a utility meeting via conference call of about 100 people, the power company was directing attendees to increase their diverse suppliers. While those on the call were in full support of doing so, they asked, “how do we find them?”  The response was simply, “that isn’t up to us; it’s up to you.” Matt got off the call and immediately got to work on finding a solution.

Through extensive searches on Google, Matt learned that each state is required to keep its own list of diverse suppliers, but they weren’t all user friendly. Some had searchable databases, while others only had lengthy pdf documents. If the utility companies wanted to conduct their own search and compile their own lists, it was clear to Matt it would be a long, tedious task. 

So, with DBESearch.com, Matt has done the work for them! Since December 2020 he has spent much of his free time building the directory, going state by state and entering it all manually. “It definitely took me a lot longer than I expected,” says Matt.

DBE is not what Matt would call a “passion project.”  Rather, it’s a project based on need.  He explains that DBE was created “to help people find diverse businesses and to consolidate the lists into a very simple way for people to search.”

An online searchable database of diverse businesses in the United States, DBESearch.com includes  48 states at this point, and Matt is working towards all 50 states.  Instead of searching state by state, government funded contractors can now head straight to DBESearch.com for all the information they need. “When people are like, ‘this is really useful, thank you,’ that’s been the best part,” says Matt.

Entering all the information manually was extremely tedious.  What hasn’t been tedious for Matt is working with NH SBDC and his Business Advisor Andrea O’Brien. He was taking an online SEO marketing course through UNH when Andrea, who was also in the course, reached out to him after hearing about his business.  She recommended Matt connect with the SBDC for support.

Matt says, “SBDC has been instrumental in my company obtaining legal advice through the FAME program, public feedback and great networking opportunities, all in the last year.”  The biggest help for him has been the networking. Andrea connected him to many programs he had never heard of before that are available to businesses for support. 

Matt especially appreciated the NH SBDC program FAME (Financial Accelerator Marketing Expeditor + Legal), which connected SBDC clients with financial, marketing, and legal consultant partners for up to five hours at no cost. He explains, “because it’s a new industry for me, I didn’t really know the legal aspects and so forth, so that helped out a ton.” He was assigned a legal team, who in just a 45-minute conversation, was able to give him a rundown of everything he should have. “They could see the holes immediately, because they had the experience that I did not,” says Matt.

Matt summarizes,

“SBDC is an invaluable resource for a startup to assist in building your company so you don't have to know everything. They advise you and give you the resources necessary. They really alleviate a lot of the heavy lifting and pressure.”

DBESearch.com’s future looks bright. Its market is based on regulatory demands, and as the federal government increases its diverse spend requirement, DBESearch.com’s goal is to be fully live in early 2023,continuing to build its database of DBE small businesses and also its prime contractor customer base.

Nationwide Database of DBE Certified Companies Publicly Available Through DBEsearch

DBEsearch launches online searchable database of minority-owned businesses within the U.S.

HOOKSETT, Feb. 2, 2023 – Acknowledging the importance of supplier diversity, DBEsearch today announced the availability of the first nation-wide online database of minority-owned business. This searchable directory centralizes listings of more than 55,740 certified minority-owned businesses across 48 states. DBEsearch.com is designed to help companies looking to diversify their supply chain and provide exposure and resources for certified minority-owned businesses.

With the rise in state DOTs mandating diversity spend, it has become increasingly important to have a platform where users can easily find certified disadvantaged business enterprise (DBE) companies. DBEsearch.com is the only website of its kind that offers a searchable database of minority-owned businesses, complete with filters so users can find companies based on location, industry, services provided, and more.

“The need for this database became apparent to me during a meeting where individuals were expressing how hard it was to find DBE-certified companies in their area,” said Matt Reed, founder of DBEsearch. “Depending on the state, you might find a list in PDF or excel format, or – in some cases – nothing at all. It was obvious that this needed to change.”

In 2021, Reed put together a team to begin building DBEsearch.com. Although the mission for developing the database was simple – make it easy to find and contact local DBE-certified subcontracting candidates – the effort was complex. Reed and his team quickly discovered there was no consistency to how states were collecting and sharing DBE-certified companies within their area. To ensure the accuracy and quality of the database, Reed’s team manually reviewed and cleaned up the data for each state before adding the information to DBEsearch.com.

“When I set out on this project, I didn’t anticipate it would take two years to complete, but I’m proud of what we’ve accomplished,” said Reed. “Now, with almost 60,000 certified businesses listed in our DBEsearch.com directory, business owners can easily connect with diverse suppliers across 48 states. This is a major win for both the business community and for supplier diversity initiatives nationwide.”

DBEsearch.com is currently free to the public and is updated regularly to ensure the most accurate list of certified companies. Reed and his team are working on feature enhancements to provide DBE-certified companies additional opportunities to showcase their business in search results and other areas of the website.

What the Bipartisan Infrastructure Deal Means for State DOT and DBE companies

In November 2021, President Joe Biden signed a much-anticipated $1.2 trillion infrastructure package to make new federal investments in a wide range of public systems over a five year period. According to an announcement made by The White House, this is considered a "once-in-a-generation investment in our nation's infrastructure and competitiveness." 

The law includes $550 billion in new spending for public transit, passenger rail, bridges, water and sewer systems, high-speed internet, electric vehicle infrastructure, and investments in the electric grid to support the expansion of renewable energy.

The law provides infrastructure support to municipalities in the form of direct grants as well as funds that would pass through existing state programs. New programs that will provide direct funding to municipalities include $5 billion for a Safe Streets for All program and $5 billion for a competitive National Infrastructure Project Assistance program to allow communities to complete critical large projects that would otherwise be too expensive.

The Infrastructure Investment and Jobs Act was one of two major infrastructure bills before Congress. The second, a $1.85 trillion spending package known as the Build Back Better plan, is currently going through Congress and includes investments in areas including workforce development, climate change mitigation and resilience, and affordable housing. The plan includes funding for technical assistance to local governments through a new Rural Partnership Program that’s intended to help small and rural communities that are often excluded from federal grant opportunities.

What does all this mean for DBE-certified companies? Opportunity. 

With a concerted effort on investing in local infrastructure, there will be more project opportunites for state and DBE-certified companies to partner together to:

1. Repair and rebuild roads and bridges,

2. Improve public transportation options,

3. Build out a national network of EV chargers,

4. Protect current infrastructure against extreme weather events and climate change,

5. Develope a modernized infrastructure for airports across the U.S., and

Where in the US is DBE Search Launching Next?

Good news – the decision could be yours.

Eight months ago, we launched our website, dbesearch.com. The idea for the site was born during a meeting when one of my business partners expressed how challenging it was to identify Disadvantaged Business Enterprise (DBE)-certified companies across different states.

Many corporations today have a dedicated budget for partnering with local, diverse companies. However, due to how many states make this information available (e.g., static pdfs and spreadsheets), it can be difficult to identify and partner with DBE-certified companies from state to state. Our mission is to disrupt this experience…in a good way.

DBE Search has modernized the process for finding DBE-certified companies across the United States by creating an online, searchable database that can be filtered by:

Since April 2021 we have launched our database in eight states with a ninth coming soon:

What is a Disadvantaged Business Enterprise (DBE)?

According to the U.S. Department of Transportation a Disadvantaged Business Enterprise (DBE) is defined as a for-profit small business where socially and economically disadvantaged individuals own a majority (at least 51%) interest in the company and control the management and day-to-day business operations. 

What constitutes a “socially and economically disadvantaged” individual? Good question.

In the context of DBEs, socially and disadvantaged individuals include:

  • African Americans,
  • Hispanics,
  • Native Americans,
  • Asian-Pacific and Subcontinent Asian Americans,
  • Women,
  • and Veterans.

However, as a business owner, falling into one or more of those categories does not automatically classify your company as a DBE. You must apply to your local state government to become listed as a certified DBE based on a uniform set of criteria provided by the Secretary of Transportation.

Going through the process and filling out the paperwork to get your business DBE certified is worth it. Here's why. 

In 1983, Congress enacted the first Disadvantaged Business Enterprise (DBE) statutory provision. From this provision the U.S. Department of Transportation (DOT) launched a program - The Disadvantaged Business Enterprise Program - in an effort to combat ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide.

The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts. -DOT website

While a DBE certification is not necessary to bid on government work, it opens up the arena to certified small business owners to pursue contracts on federal roads, buses, rails, bridges, at airports, and more. It may also bump you to the top of the consideration list because, per the 1983 provision, at least 10% of the amounts made available for any Federal-aid highway, mass transit, and transportation research and technology program must be expended with certified DBE businesses.

The provision is also driving large non-DBE companies to seek out DBE-certified businesses. These larger, usually public, companies are looking to partner with DBE-certified businesses on government bids in order to meet their own internal mandates to ensure they are dedicating a portion of their budget to working with small, diverse, business owners.

Finding DBE-certified businesses isn’t easy.

Currently, local governments must provide a publicly accessible list of all certified DBE businesses. The format of the list varies from state to state and is often found as a not-easy-to-search pdf buried on a website.

Unfortunately, this often leads to a very small percentage of DBE-certified businesses in each state securing government contracts and makes it harder for new DBE companies to get their foot in the door.
